Libertas (Liberty) is depicted in the style of the Lady Freedom statue in Washington D.C., armed with a raised sword and shield to defend freedom. Her shield has the state motto and sun symbol, her helmet is inspired by Roman goddesses Minerva and Bellona. The scene includes South Dakota’s most famous landmarks: Mount Rushmore, the Needles in Custer State Park and the State Capitol.

Deep cultural elements are woven into the design: a bison skull painted with the Lakota Sioux Medicine Wheel honors the Dakota, Lakota and Nakota people and represents hope and healing.
